Question came up regarding the use of this 3cp stratagem - basically, a psychic power needs to be manifested before this stratagem can be used.
1. In order to manifest an easy power, can he attempt to cast smite even though no enemy units were visible AND within 18 inches? Technically, if he rolls the 5+, smite goes off it just won't do anything.. I argued this is probably against the spirit of the game, i.e gaming the game because a rational player wouldn't cast smite if it can't be used and he may get called out if he tries this during a tournament.
2. Does a successful Deny the Witch test stop the power from "manifesting?" The wording on the stratagem card says it can be used after the power is manifested (not resolved) so would a deny the witch cancel the power completely or only the effects of the power?
3. He likes to bring wulfen.. how do I kill wulfen?

1) You can indeed cast Smite if there is no unit within 18". It will just not do anything. It is not again the "spirit" of the game (whatever that means) because it is allowed by the rules. Might as well argue that forcing Space Marines to roll to hit and miss 1/3 of the time is against the "spirit" of the game. Still best to ask the
TO pre-tournament because
TOs love to make up house rules for bizzare reasons.
2) A power is "manifested" when you pass the psychic test.
"A psyker can attempt to manifest a psychic power they know by taking a Psychic test. To do so, roll 2D6. If the total is equal to or greater than that power’s warp charge value, the power is successfully manifested." It is manifested even if it is later denied. The power is manifested, but the effect is negated. The line
"Only one attempt to deny each successfully manifested psychic power can be made each turn" further proves that powers that are denied are still manifested.
3) Shoot them.
