This army mixes mobility with leadership altering abilities. Though, I didn't want to focus the entire army on fear tactics considering there are so many armies that are unaffected, so I just added hints on both harlequin and wych cult detachments. The main reason for Silent Shroud Masque is The Silken Knife strategem that ignores overwatch and The Scintillant Veil relic which extends the range of my shadowseer's aura, warlord trait, webway dance, and masque form by 3 inches. I love the way the army plays and I'm planning on taking it to an upcoming tournament so I would be happy to hear thoughts on any weaknesses or overall constructive criticism. Thank you in advance!

But I would prefer 3 Ravagers. This would give you anti-tank support from the first round onwards.

Do you have enough bodies on the field? They're bloody fast, but your transports are paper thin and the 'Quins are still T3 1W. Yes they have an Invulnerable but it's still 1W.

Genuinely curious, as I've been tempted by the 'Quins before but they seem just too fragile to be competitive.

For a morale-trick list, you probably want Agents of Vect, for those times it actually is all coming together and morale is about to wipe that 40 cultist unit or whatever.

It does similar things with Phantasm Launchers and Silent Shroud. You can probably switch the Prophets of Flesh for a Wych Cult Detachment, if that's what you prefer. Point for point, Wyches and/or Grotesques are probably better at tying up stuff in melee mid-board than Harlequin troupes, sadly.

As a harlequins player myself, I find their speed and damage more than make up for their fragility. The -1 to hit from shooting that the vehicles and bikes have is very useful, as is a shadowseer aura.
