I've seen this done once (Googled it) and I think it's a cool idea. I wanted to run some idea by the community and possible get more feedback.

Paint scheme-wise, green armour, brown power pack (shell) potentially shoulders also paints as the shell (that's kinda what they are anyway)
Elbows, knees and stripe of helmets in red, blue, orange and purple. Prpbably add 2 overlapping purity seals to the back of each helmet in their bandana colors

But here's the hard part: Weapons.
Leo: dual Power sword (GK falcions)
Don: power maul (one of the staff ones, again from GKs)
Raph: lightning claws?
Mikey: no idea. Dual plasma pistols maybe? I don't think there is a 40K equivalent for nunchucks

That's where I'm gonna start, if I do this project at all. Any thoughts?

I got inspired to do my own TMNT from seeing the names in the Kill Team rosters running pretty close, but was looking for a faction I could run 4 guys, that'd look nice in the colour scheme. Ended up deciding on Tau, with 4 stealth suits. Shame about the weapons not being doable, but I figure the stealth aspect covers their ninja-ness, and looking at the models more and more I'm excited to get them done. Seeing about finding Skaven parts for their sensei.

I like your ideas for them as Marines though, and most of the weapons sound good. Nunchucks are hard to call. I'd almost say power mauls for them, and give Donny a proper staff (as a Librarian?) or maybe a heavy thunder hammer?

And giving Donny a thunder hammer has occurred to me.

I like your idea for T'au. Especially since they have no nostrils like the turtles.

I’d consider nunchucks to be power mauls; Essentially it’s a bludgeoning stick not heavy enough to look like a thunder hammer.
Perhaps start with a sword/maul hand and replace the blade/head with hobby chain and plasticard or suitable bits.

There’s a two-handed thunder hammer in the BA Death Company box that would look good as a Bo.

Nunchucks as power mauls would be a good choice. If you can find modeled handles, cutting one off and attaching with modelling chain would be perfect.

For Raph, there’s a thread started about terminator sized sais.

If Grey Knights are an option, then maybe make the Sais counts-as falchions instead of Leo, and then have Leo treated as “power sword”.

Lastly, this seems ideal for Kill Team, as GK are limited to 5 dudes based on the points. For a 5th member, I’d suggest Metalhead as the 5th turtle, maybe armed with PF if that’s an option, or maybe a big gun.

I don’t have the book on me, but like I said, that would be a fun counts-as KT army. Bonus points for using “Shurikan Catapults” for the ranged weapon bits.
