From the sheer volume of posts that I see lamenting how god awful Games-Workshop is at writing a ruleset that is both fun, fluffy, balanced, streamlined and with a high degree of strategic depth, and the near equal volume of follow up posts that describe with confident certainty, exactly the kinds of changes that need to be made to achieve these aims, I'm assuming that there must be quite a few rulesets out there that achieve all of these aims gracefully.

Anyway, what are some of the better/more popular/well known homebrew rulesets for Warhammer 40k?

Heh, as if. ITC and ETC spring to mind as nice efforts that are on the competitive side of things. Don't like 'em personally.

In my view, the largest hindrance comes from the turn structure that skews the game towards alpha striking in as lethal edition as 8th. Stuff dying is fine, but stuff dying without any say is not fun. Some have tried restructuring the turns to allow for more tactical play of push and pull, like alternating shooting Kill-Team style or going full AA.

Personally I currently play Boltgun Action, where you make alternating miniturns by blind drawn activations and everything works like a charm without removing agency and promotes choices in play.

#ConvertEverything blog with loyalist Death Guard in true and Epic scales. Also Titans and killer robots! C&C welcome.

I personally found the kill team turn structure more engaging. I had to make more decisions based on evolving gameplay. Although I could see it being cumbersome for a large 40k game.

Well if you're were asking for a ruleset with elegant design that's fun, fluffy, balanced, streamlined and highly strategic my favourite would be warmaster. Movement in that game can be highly dynamic. I remember one game when I captured a hill with my empire infantry. The chaos army semi encircled them and prepared to annhilate me. I saw the threat and retreated back to while my cavalry engaged the edges of the chaos encirlement. All this in 2 rounds of gameplay. Even the combats are non static as lines push back and forth...

But you ask for a good ruleset for 40k specifically. That I cannot provide. It's easy though to homebrew scenarios or rules additions to improve the game. I played one 40k match without rerolls and I enjoyed the faster game pace that provided.
