Somewhere near Hamburg

Just something that came up in my local gaming group:

The vector thrusters stratagem allows a unit to move 6" after firing. This happens in the shooting phase. The rules prohibit moving within 1" of enemy units in the movement phase but I couldnt find anything about it being forbidden in the shooting phase.

Question is: Can the model using that stratagem move into 1" range and thus enter combat completely avoiding overwatch this way because overwatch can only be used in the charge phase? I find this very wrong but I cant find any rules that deny this.

Nitpick: It's a relic, not a stratagem.

You are indeed correct (barring any weird Special Snowflake FAQ I forgot). The rulebook is explicit: "When you move a model in the Movement phase, it may not be moved within 1" of any enemy models."

Of course the real question is why are you going into melee with a T'au Character?

The "real question" is pretty easy to answer tho. If you do not manage to kill or cripple that leman russ punisher right in front of you you'd rather deny it a shooting phase than keep standing there
