If the title is confusing, here is what I mean. What 40k factions are the best at being able to point to a spot on the table, and being able to get models/firepower to that spot to destroy whatever is there.
For example, I used to play Hordes from Privateer Press. The Legion of Everblight faction was incredibly good at applying force to any spot on the battlefield I wanted. They accomplished this task by having a lot of models that had above average speed, many models with flight, good attack accuracy, and good damage output and many models with ranged attacks.
Are there any 40k factions or even general army builds within those factions that are similar?

Hmm... just looked up the Leigon of Everbright and read their description, only to find this...
TL: DR; They are what the Dark Eldar would be if they were in a wargame which actually favoured melee glass cannon gameplay. And that's awesome.
So... Dark Eldar?

Focus fire and eliminating key targets is a core Tau playstyle and T'au Sept in particular are good at it.
In terms of outright damage output other factions are better but the ability to mark a unit for death via markerlights and stratagems is a feature of Tau.

That's really not a thing in current 40k. There are no terrain or cover rules to speak of, no fire arcs or armour arcs, no reason to manoeuvre. The only tactic in town is target prioritization and alpha strike, and even then I certainly don't mean alpha strike by outmanoeuvring or even outrunning, I mean alpha strike via rolling first turn or via clever sequencing of reserves and combat initiative.

Would you like surgical level strikes? Because the Tempestus Scions kitted out with plasma is probably one of the most efficient point and delete things out there.

Scions are part of the Imperial Guard and can be run using their army trait or as a couple of units sprinkled into a larger IG army that is running a different army trait. I'd almost argue they're best slotted in as a patrol or a battalion detachment paired with a larger IG army running a different trait since you'd get both sets of traits without any real penalties.

Imperial Guard can get you your force wherever you want it, whenever you want it.
Move! Move! Move! makes Guardsmen good at getting to objectives, and in numbers they're hard to shift, long range and widespread availability of strong NLoS weapons means you can hit what you want whenever with a lot of power, and if that isn't enough, you can bring Scions for deepstriking with special weapons.

I think if hordes are your previous playstyle then Orks maybe for you. They have a cool new strat that can 'deepstrike' any unit under a certain powerlevel which could be a transport loaded with tankbustas or assorted mayhem AND they have Dajump. Turn 2 you could apply significant force to anywhere on the table

IG has ability to blow stuff up at pretty much any point. Bit slow though but then again that can be compensated by other imperial elements. Remember 8th ed is all about souping up if you can so you shouldn't just look "Imperial guard" and think that's it. Bring other factions to fill your needs as needed. Eldars of each variety also has ability to delete units almost anywhere AND move there so that's good option as well.

Everyone here has answered a different army, which means that most armies have options to get something where they want on the battlefield. This is pretty much true.
As for 'most' able to do this? I would say Grey Knights, as they have the most separate ways of moving units across the table in some way between teleporting, deepstriking, Stormravens and Gate of Infinity. You can have an army totally redeployed from one corner of the map into the opposite corner in the space of a turn.
However 'force' is a strong word to use in such a case. (Theyre not very competitive right now).

GK fails at " good attack accuracy, and good damage output " part though. They can move but they struggle to actually delete stuff.

Eldar and Dark Eldar won't let you down... except on a modelling standpoint. I'm pretty sure almost half of Craftworld Eldar is still in bloody Finecast.

Thanks for all the responses, guys. Of all the models that have been suggested, I checked out the GW website, and must say the Craftworlds minis, and Tempestous Scions minis all look really cool.

Sounds like you want a) an army with a theme/feel of directed force and b) to physically move bodies to points on the board quickly and kick ass when you get there, rather than bombard that point from across the table. If so I recommend Harlequins. They are crazy fast, crazy nasty, and have a little toughness to them if played smart. They are tricky to play, when I play against them I see the difference in playerskill very clearly. They also revolve around their troups, with each player capable of hurting any model in the game, if you kit them out right. Plus they're very cool, and can ally with Craftworlds, which you seem to be leaning towards, and their kits are all plastic, rather than aspect warriors who are almost all fine cast, a really miserable material to work with.
