Wish I could help you. That looks like a model left in green stuff that only partially stripped and then was painted again. Are you sure that isnt something some had in the garage for 20 years?

I never forget the Dakka unit scale is binary: Units are either OP or Garbage.
Seriously.. Don't try and emulate that. Learn to paint properly. That looks like it's been caked in paint. If you want to make an oxidised black, get a matte medium in your black, drybrush with a grey, then use weathering powders. But if you're new to painting I'd recommend learning basic techniques first before trying advanced techniques like weathering.
