When an opposing Psyker rolls 2 or 12 to peril, does he have to declare that he's not going to use a CP or other form of reroll before I announce use of Daemonic Possession stratagem? Would I have to, before announcing use of Daemonic Possession, ask him if he'd like to reroll?

You can't use the stratagem until the psyker suffers a Perils of the Warp. The psyker can't suffer the Perils of the Warp unless you've determined what the result of the psychic test is. You don't determine the result of the psychic test until after re-rolls have been used.

So, yes, you'd ask your opponent "Is that the final result of the Psychic test?" and if so and it's a Perils, you use your stratagem.

The command re-roll stratagem has to be used before anything else happens. So you should give your opponent some time to think if he wants to use it, or not.

BRB update 1.3 :

Q: Can I use the Command Re-roll Stratagem to retroactively
re-roll a dice? For example, if I take a Psychic test, and
then my opponent successfully Denies the Witch, could I use
the Stratagem to try and increase the result of the original
Psychic test?
A: No. You must use the Stratagem as soon as you have
rolled your dice, before anything else occurs.
