It a pretty simple rule
"Sternguard ignore the hit penalty when firing both parts of the Combi weapon"

These guys are veterans so I doubt it's the first time they handled a Combi weapon. Plus this would probably help breath some life back into the drop pod
I'm unsure if the both parts would have to be fired at the same target.

I've been suggesting giving them BS2+. That's kinda in line with what you want.
