Dakka,

I am looking to shake up list generation for an upcoming tournament. Trying to make soup less of a benefit, but keep it an option. What I was thinking was making the following 2 changes.

1. For every 250 (not a fixed amount, willing to change) points of game size (in this case would be a fixed 2k game): generate 1 cp. (so this event would auto-generate 8 cp).

2. If all of the detachments do not come from the same codex, reduce the command points generated by each detachment to 1cp.

Examples:
If I did a grey knight battalion + grey knight spear head + grey knight outrider = 8(for 2k points) + 5 (battalion) + 1 (outrider) + 1 (spearhead) = 15cp
If i brought an IK super heavy detachement + a guard battalion + custodes = 8for mission + 1 + 1 + 1 = 11 cp since there were different codex.

This would give mono armies the ability to generate decent cp by themselves but would limit the 3 shield captains + 32 guardsmen + ??? type lists.

My question for dakka is, would this break any armies? Would this allow any armies to run rampant? I know there is no perfect fix, but trying to balance out the playing field a bit for armies that struggle to generate CP, but slow down soup.

Interesting. I think it's definitely got merit to it, and I like the thought behind it. I think you'll have fun. The current strongest mono-armies (Guard and Drukhari especially) will have effectively an extra 5cp to work with, which is something to think about, but I also think theres a bit of overhype about the true strength of mono-guard. You could also be a big ol' jerk and decide that instead of "if your detachments are from different codexes" you want to go for "if your detachments benefit from more than one <subfaction> rule bonus" - that'd be a big damper on drukhari in particular.

"Got you, Yugi! Your Rubric Marines can't fall back because I have declared the tertiary kaptaris ka'tah stance two, after the secondary dacatarai ka'tah last turn!"

"So you think, Kaiba! I declared my Thousand Sons the cult of Duplicity, which means all my psykers have access to the Sorcerous Facade power! Furthermore I will spend 8 Cabal Points to invoke Cabbalistic Focus, causing the rubrics to appear behind your custodes! The Vengeance for the Wronged and Sorcerous Fullisade stratagems along with the Malefic Maelstrom infernal pact evoked earlier in the command phase allows me to double their firepower, letting me wound on 2s and 3s!"

"you think it is you who has gotten me, yugi, but it is I who have gotten you! I declare the ever-vigilant stratagem to attack your rubrics with my custodes' ranged weapons, which with the new codex are now DAMAGE 2!!"

"...which leads you straight into my trap, Kaiba, you see I now declare the stratagem Implacable Automata, reducing all damage from your attacks by 1 and triggering my All is Dust special rule!"

I think this would be a meta in which Aeldari soup was stronger than in regular 40k. Frequently Aeldari players run at 10-11 cp anyway including a Battalion, because its the Psychic powers you need to tick more than CP. Especially if you are playing Drukhari splashing Craftworlds or Ynarri. Effectively you'd just allow the Aeldari player to drop the troops they didn't want to take and not have their CP affected, so you'll see an extra hemlock, 2 more Talos, 6 more Grotesques or similar. Added to that that their primary competition (Imperial Soup) is nerfed by this and they will probably rule the roost.

I could see it making craftworld eldar good.

I think I could flex this to a escalation league too.

I think anything that pulls players out of their comfort zone of ITC/ETC armies and missions and tries to shake up the standard army construction rules has merit. Your rules don't look too bad so it'll be interesting to see what effect they have.

You should also penalize armies that have a complete range of models to choose from. You used Grey Knights as an example. This army cannot build a take-all-comers list with just what's in the book - they don't have enough tools. Others are in a similar boat.

Meanwhile, armies that constantly beg for mono this or mono that, have a robust set of choices.

The ability to build a mono army is a privilege that not all share. Stop acting like "soup" (aka, Allies) are a problem.
