Yes.
Its wolf lord on wolf 1 model. Not 2 separate models.

Not wolf lord on inside a wolf transport. (Only way i could think of having a model in or on a model)

Yes. A wolf lord on thunderwolf is a single model. The mounts attacks are just a weapon he has with restrictions on when and how to use it.
