How do you score tactical objektiv 13 - Chain of Command?

Do i need to do...
1) each order can be the same and each count as a diffrent order.
2) each order need to be diffrent for it to work.

Have been playing it as 2, however, I wanted to be sure I am playing it right.

You are correct in that each order needs to be different in order to meet the Tactical Objective. If you order FRFSRF 3 times, you haven't issued 3 different orders.
