Under ITC rules, Primary or Secondary missions, if you kill a model that has the ability to come back, such as St. Celestine or Roboute, do they grant a VP for killing an enemy model?

You need to ask the ITC or your local TO. ITC House Rules are ITC House Rules and it's up to those who write the House Rules to decide.
