It seems obvious now that not giving justifications for my choices was a bit odd. Anyway...

I know you guys love your secrets, but we know what goes there.
Also, a little harsh on the Ultras.
My justification for that is simply their relationship with Guilliman, whom I am certain they have their misgivings about after his return.

I'm sure that's true too. The only reason I didn't put them on the lowest tier is because I know they will do pretty much whatever it takes in their hunt for the Fallen, including forging temporary alliances with aliens, but perhaps my choice of adjective doesn't really do justice to this tier. I'd be happy to hear your suggestions.

They are the ultra threat way above most other Xeno forces
I agree. However the problem with Tyranids isn't necessarily a matter of hatred, but more to do with an absolute necessity, and the fact that it's more or less impossible to ally with something as single mindedly relentless as the Tyrannids. That said, it's my own personal opinion that the Unforgiven would willingly abandon a fight against the Tyrannids if they thought it would help aid their hunt of the fallen, hence their placement on a lower tier.

Interesting. I had it that way originally, but then I felt I was being a bit harsh. I might move them all back down a tier, but leave the Raven Guard. My rationale for that is that I once read somewhere (or imagined, perhaps) that the Ravenwing have some origin connection to Corvus Corax, and they might feel some sort of mild admiration for his chapter. Anyone know if there's any truth to this, or did I just dream it up?

The most surprising part of Angels of Caliban for me was when the Lion actually displayed an emotion about something (somewhat rare for him), and that it was even more surprisingly, if I'm recalling this right, love for Sanguinius. Which, as far as I know, is maybe the only time I've seen an account of him feeling love towards...well, anyone, really? Please feel free to correct me, as I'm not yet finished through all of the existing
DA lore. I could be missing a whole book that the chapters spend bickering with each other.
I'm definitely not aware of any such animosity either. In fact, I originally had the Blood Angels placed under "sympathetic compassion" all by themselves, but then I got to thinking about the Dark Angels opiniions of the Black Rage, and how that might affect their disposition towards them, even in spite of Sanguinius's legendary status. Actually, one thing I'm not clear on is how well known the Black Rage is throughout the Imperium. Is it common knowledge, or is it a "secret" like the Dark Angels' "shenanigans"?
Also, how do you guys feel about "haughty condescension" being placed below detached indifference? I like the descriptor, but I feel like it could be a sort of likable condescension rather than a dislike, so I was thinking of putting it one tier above detached indifference.
