So this is happening as I'm typing, we'll probably just roll off, but I reckon for future reference it's good to know. So obliterators have just killed guilliman and he's rolled the 4 to stand up. He stands up at the end of the phase. At the end of the phase the obliterators can use endless cacophony to shoot again. Question is, what happens first? If guilliman gets up first, then he can be shot, but if he gets up after then he can't. We can't find anything anywhere to indicate what order end of phase things happen mid game.

They are simultaneous and so sequencing rules apply. That means the active player chooses the order, that is the player who's turn it is. As it was the Obliterators turn their controller can choose to force the opponent to setup G first and then resolve Endless Cacophony.

Where does it say sequencing means the active player gets to choose the order. I just read it that they get to go first, good or bad. For example fight phase after chargers have fought, the players alternate starting with the player whose turn it is.

Sure, but at least there's some counterplay to the ability.
I kind of hate the design of it to be honest. It essentially gives Guilliman an extra turn which is massive, but on a coin flip.
Just give him a FNP instead.
