Could be where any of the rumoured new Primaris models will be released?

That's indeed very possible; that it's just some extra fluff pieces in the White Dwarf. A quick google search seems to indicate that IA at least had rules in the past though (in this case, Death Guard):

I still have my four compilation books detailing the First Founding Legions along with some other chapters and kit. They did include rules for some of the chapters / legions listed and were in some cases the first place where some details of their backgrounds were presented or fleshed out.

Some of the old Index articles did have rules content as well as fluff. Although IIRC the only model releases to come from them were metal upgrade packs. Its likely that this is just a background focused thing. But its also possible that GW are reusing the name for a series of articles or a supplement that will introduce new stuff to the SM line.

Sounds like a real natural way to introduce new plastic upgrade packs to me.

Seeing as the new Primaris models are available to multiple codexes (SM, BA, SW, DA and in lesser degree DW), it could also be a way to release the next wave of Primaris models without having to update 5 codexes.

These included a lot of the first versions of what later became individual legion and chapter rules. There were a lot of variant or otherwise redistributed force org charts, special rules, and a few units. Most of the units were pretty basic (IIRC that's where death guard havocs first showed up), and there were a lot of upgraded squads and characters (i.e. where the current noise marine upgrade kit came from). The only completely new model with new rules I'm 100% sure came from the Indexes was the Iron Hands' Iron Father; IIRC this was also where Deathwatch first saw rules (and an upgrade pack of shoulder pads, guns etc.) as an additional squad. Most releases were things like the Night Lords or Emperor's Children variant lords and a lot of variant tactical squads, and new rules that could be represented with existing models in the line.

It'll just be a series of articles focusing on how amazing and awesome and pure and good and special Primaris are. Still, maybe they can be another step of progress towards the inevitable future point where we go back to just having "Space Marines"(because they're all Primaris), which can't come quickly enough.
