Using Object Source Lighting

Starting out in 8th, these are mostly about updating equipment from last edition.
-I have a few sergeants with combi weapons and basic chainswords. Is the free attack they'll be getting from their index version considered cheesy/a problem? Are people fine with this?
-My old Tartaros configuration based off 7th has some Lightning claw + combi bolter dudes; it looks like this isn't an option anywhere despite it being legal in a previous edition? Does this have errata? If it's illegal, will I get any trouble/irritation with this outside tournaments?
-I assume the intent of the Chapter Master upgrade is that any variant of non-character captain can be upgraded, yes?
-Is there some reason for Chaos to get way cheaper chainfists than marines (unless I'm mistaken)?

1. Not sure what you mean. Chainswords still get an extra attack in the Codex.
2. No, there's no errata for it. You can no longer take a single lightning claw on a Tartaros Sergeant. Whether or not your opponent has a problem with it is up to them.
3. Yes. You can upgrade one model drawn from the Captain datasheet.
4. Yes. The reason is because that's what the rules say the cost is for CSM, and it's different to the SM cost. None of us can really know why CSM get cheaper chainfists past that.

Bo, never saw one in game. Maybe I have no experience against chaos. Not this edition at least, and back to 5th wen I leaved the hobby I onle played against Chaos a couple of times.
Then, I have no idea the reason.
Maybe some one wo knows will see the post and give as a idea why.

You don't see them much at the moment because they aren't that good for the points.
Don't know what else to say really!

Thanks for the tips.
I think I misunderstood the sergeant wargear section; I thought that the options were one 2-handed gun or 2 pistol/melee options... the wording is similar but not the same on the CSM list; for them, are these options mutually exclusive?
On the Tartaros options, I guess my big question is, how much do people tolerate old equipment options? It's been quite some time since I've played pickup games in 40k and I'm curious if I'm shooting myself in the foot by having models with old gear; is this something where I should cut up my old models, or are people more tolerant than that?

You can use whatever model you want to represent whatever datasheet or wargear options you want, WYSIWYG hasn't been a rule for years. I personally don't use Index options in preparation for when GW inevitably makes them illegal in matched play, but it's "legal" as far as the rules are concerned, although house rules may apply. My advice is to keep your old models and old wargear if you want to, and then just use the model with different wargear on the army list if an opponent/club doesn't want to use Index wargear.

Oh, I had no idea WYSIWYG had been officially dropped. Cool; that'll make things quite a bit easier on me. Thanks!

Tournaments may require WYSIWYG, and it's a courtesy to your opponents as well.

Oh, yeah, I certainly try; I just also spend quite some effort on my minis and would rather allow them to be what I wanted when it was legal than cut them up...
