Just a couple thoughts:
1. We are required to tell out opponent which transports are on the field, and which ones have units in them, and which units. Why is this info auto-provided to the opponent? Why not change it to, I am telling you there are three chimera on the table, and thats it. I'm not telling you if something is in them, or what. I guess that conflicts with "Holding stuff in reserve needs to be declared" but still, in a realistic scenario, I feel we are required to give too much away to the opponent. Just tell them one of the three chimera is transporting units. Battleship.
Secondly: As a funsy thing, I created a Vanguard unit for my imperium list. Tear it to pieces!
Catachan
1x Chimera with HBs and Storm bolter.
6x Comissars with Plasma Pistols and Powerfists
2x Lord Commisars with plasma pistols and Powerfists, 1 is warlord with death mask/Voice of command
This is about 400pts, and forms a nice little murder band of melee high wound infantry, that is able to get around fast, and hits at s8. Add a priest in and it gets slightly better, although the loss of a commie in the squad makes roughly the same attacks as those gained.
Also, if one fails moral, for some ungodly traitor magic reason, do they all shoot each other? Do all Summary Executions go off at once? One great BLAM?
Thoughts?

Its the same reason why they get to know what units are in deepstrike. By your logic, they shouldnt have to know what rhey cant see.

By that logic I shouldn't share my list pregame with my opponent. You should have to guess what I have on the field is my army and anything that deepstrikes or otherwise might come out of reserve will be a surprise. That leaves a lot of room for cheating and abuse and having to call someone on that would get ugly and slow the game down tremendously.

Thoughts? 1) Commissars with Powerfists will be Strength 6 2) Single-model units like Commissars will never have to take Morale, so your question about failing it is irrelevant. 3) Getting around fast is relative; Chimerae are actually slower than infantry in the Guard list if you include Orders.

Catachan adds 1 str to all melee attacks. So S3 becomes S4, hitting at S8.
You're right, I got confused and thought they were a 6x model unit. My bad.
I thought about using a Taurox which has 14" movement, which isn't that much better. Maybe a Vulture for twice the points, which could actually make it to the fight and drop them into charge range?
By then you are making them a 500ish pt unit of melee pain, that wouldn't be hard to earn that back. With powerfists hitting on 4s and re-rolling 1s with an order, you could drop some characters or HQs, or even some vehicles with this setup

1) Commissars have no <REGIMENT> Keyword and therefore do not benefit from Regimental Doctrines.
2) Vultures cannot carry troops - you're thinking the Valkyrie, which is fair enough but also 150-odd points.
3) Orders would only work on one of the Commissars, and there's no re-roll 1s in the Fight Phase order. Additionally, Orders cannot be given to units that lack the <REGIMENT> Keyword.
You might as well bring Bullgryns with a Priest, and be more durable, far harder-hitting, and cheaper, while benefitting more broadly from unit-based buffs (e.g. psychic powers, stratagems, etc) since all the models will be in a single unit. They can also drop out of a Valkyrie to devastating effect.
