Hi, quick question because I'm apparently blind re: the rulebook. When do you pick...

subfaction (ex: chapter/legion trait)
warlord
warlord trait
relics
army buffs that you spend command points on

(specifically, how much of the scenario and opposing army do you know when you pick these things?)

From page 186 of the main rulebook:

Immediately before either player starts to deploy their army, you can roll on the Warlord Trait table here to determine what Warlord Trait your Warlord has. Alternatively, choose the trait that most suits your Warlord’s temperament or style of war.

'It is a source of constant consternation that my opponents
cannot correlate their innate inferiority with their inevitable
defeat. It would seem that stupidity is as eternal as war.'

Subfaction is determined by your keywords, which are selected when you include a datasheet in your army roster. Your warlord must be indicated on this roster, as must relics.

Your warlord trait as Ghaz says is determined immediately before deployment.

Pre-game Stratagems (i.e. the ones done before deployment) must be used before the game begins.

Subfaction is clearly during list construction

Practically in a tourney setting this is usually specified in a tourney pack as its not crystal clear

The most common interpretation is that your free warlord trait and relic are fixed along with psychic powers on your list But the extra relic warlord trait strategems are defined with your opponent before the game.

I have however attended tournaments where all relic warlord traits and powers were defined at the table and one where extra strat choices where fixed at list construction

So read your tourney pack

In a casual game does it matter if you had a list written with one and changed it would your opponent care?
