Assuming it adds +1 to shooting rolls, if I roll a 1 and still miss because the +1 raises it to a 2, can I use the reroll of a 1 for a triarch stalker since i rolled a natural 1 or does it being raised to a two screw that? it would seem since MWBD is meant to be a buff it shouldn't also nerf another ability meant to buff in a different way.

Yes, you can. Re-rolls before modifiers. If you roll a natural 1 you miss because you rolled a natural 1, not because it gets modified to a 2. There are necron units which have BS/WS 2+. They still miss, because a natural roll of 1 is always a fail, no matter what modifiers might apply.

MWBD adds +1 to hit rolls. You do hit rolls in the shooting and fight phase. MWBD doesnt say only shooting phase, or only fight phase, thus its for all hit rolls.
