Samuel has both Rites of battle (reroll 1s to hit) within six inches for all DA and Master of Ravenwing (reroll all failed hits) within six inches for all Ravenwing. Question is could a player choose which one to invoke for a ravenwing squad ? If you have supercharged plasma, rites of battle is the better roll as less chances for double 1s. If not supercharged or any other weapon Master of Ravenwing is better.

No reason why not. Both rules say ‘can’ so are optional anyway.

You can choose to use either or both. Since it says "can" and not "must", it's optional anyway.

Doesn't really matter. A Ravenwing Model "can" re-roll all hits, so you get to choose if you want to re-reoll a non-1 anyway.

Remember re-rolls before modifiers. If your unit suffers -1 to hit, and they would hit on 3s, you cant re-roll 3s. If the unit suffers -2 to hit, you cant re-roll 3s and 4s.

I am at peace with the "can" interpretation as it is a choice which to apply an when. I don't believe you have a choice what rolls you want to reroll if you invoke MoR. The rule states "all" failed hits

This is an example where you could make the choice

Firing all plasma from Black Knights while supercharged .

10 BKs are BS3 and 2 shots a piece. 20 S8 D3 AP -3 shots

60% hit or 12 shots. of the 8 misses there are two 1s. If I pick up all 8 misses there is a chance I will roll at least one 1s and kill a knight , but if I only reroll the 1s there is less chance that I will repeat a 1.

The rule states no such thing.

“Can re-roll all hits” means “could choose to not re-roll 2s and just re-roll 1s”, even without the presence of the Rites of Battle Rule. There’s no obligation, as stated above.
