No, you cannot.

You only have permission to summon the unit, not an understrength one.

Furthermore, in Matched Play

Summoned Daemons are not in any detachment, never mind an Auxiliary Support Detachment, so they cannot be understrength.

I agree with BaconCatBug, but I think the more direct ruling on it is on page 214 of the main rule book under the "Reinforcement Points" header talking about creating units with reinforcement points (which summoning relies on):

"If there are not enough points in the pool to pay for the unit, you must either decrease the size of the unit (down to the minimum unit size) or the number of upgrades....".

Note that it mentions you cannot decrease the size of the unit below the minimum unit size.

Well spotted. I'd been told in good faith this was a legit tactic. Always pays to double check..gah

I'm pretty sure that if your playing with PL, with infinite summoning, unrestricted Stratagems and Psyker Powers, you can take understrength units. It's only in Matched Play where you must set aside part of your list for summoning,
