Can someone recommend a nice model as I really don't dig the GW one.

Scibor makes some character models that would be suitable. Pretty much any company that makes wannabe space marines should have something that would work.

power armor or terminator armor? he looks like terminator but not 100% sure. Also, can I just use a reg librarian and say its tigurius?

Just find the original Jes Goodwin sculpt. Far better model than the resculpt IMO.

He’s in terminator armor for sure. All of the scibor models are in terminator armor, but you could certainly use any terminator librarian as well, the models aren’t really that different from each other.
