Does the blood axe rule for cover coincide with Snikrot and Kammandos rules? I would say it does but, what do you think?

Yes. Blood Axe rule grants cover, the others enhance the benefit.

If you mean Sneaky Gitz and Sneakiest Git, then yes, they work in conjunction with the Blood Axe Kultur because the Kultur explicitly says "gains the benefit of cover" and their Sneaky Git rules say to add 2 (or 3) instead of 1 while "receiving the benefit of cover."
