Is this list the most optimal? No, you could get away with running a DKOK+Admech Battalion and have two Castellans and a Gallant instead, but that would defeat the point of the joke.
So, here is 8th edition in a nutshell. Two Brigades abusing the everloving Manperor out of Forge World and Brigade Sillyness. Two brigades, one 555 points and one 549 (The two cheapest Brigades in the game IIRC). I took DKOK Storm Squads because they were the same price as Codex Infantry Squads, so they can be swapped out. The Armoured Sentinels in the DKOK Brigade are, obviously, not DKOK but we don't care about not having a trait on them and DKOK keep their rules anyway.
One of the Gallants is pulling the Ion Bulwark + Rotate Ion Shield shenanigans, while the other is buffing their charges so they get stuck in ASAP. I can't decide if +1 to hit in the Fight Phase, re-roll hits in the Fight Phase or counts-as double wounds for degrade is the better option.
Oh, and the baby knight is there to give 3 more CP. I even have 10 points left to spend. Perhaps I should slap in two extra mortars because why not. And one of my Commanders has the Aquila because of course he does.
The icing on the cake? This is perfectly "Organised Play" legal. Rule of 3 is satisfied, for both units and Detachments. Because remember when the Rule of 3 would totally fix everything and not be a total waste of time that didn't do anything?

Do you even list, bro? Seriously? No regimental doctrine for that first brigade? Weak.
All joking aside, this is the kind of soup WAAC list attempt that I can get behind. Mostly because it's pretty weak. It ignores everything about being competitive outside of gathering CP like a chipmunk.
The best part is that up until Big FAQ 2, this would have been the most ill conceived, unnecessary, and redundant list concept at the time. After all, you didn't need 30 CP if half + unlimited regen would have been enough. You actually don't need 30 CP now either.
But it is pretty fluffy. I actually like it from a fluff perspective.

I think this list needs some errata. No Doctrine in the first Detachment. Multilasers??? 6 Commissars! I’m not even sure what I’m looking at. I think it’s a fluff list maybe, but it purports to be an uber-wombo-combo army tabler. I’m confused, frankly.

I think it’d beat your baneblades every time on the back of mulching at least one and probably two before the castellen goes down and then just holding objectives with the rest of it. I mean the castellen will be performing the excessive 3++ and stand back up after it dies and operate on its highest tier and I’m not sure what even three baneblades are going to do about that. They can’t ignore it cause the sucker pretty much one shots them, but is such a black hole of shooting that it feels wasteful to even bother
Castellans that get a three plus invul and can stand back up after they are dead are just too much for this game. And are too much for baneblades period if you can consistently juice them up with cp
