Not just "replace heads with something else" like your standard conversions, but having two sets of heads that can be used in different games, like how you can magnetise arms and vehicles?

Perry Miniatures' Napoleonic Austrian Infantry box comes with two head variants: one for pre-1809 and one for post-1809, and I want both head types so I can play games set across the two time periods. How can I make it so I could swap the heads at will, without magnetising it (as most magnets are probably too big for this) that could make the head(s) and body stick together without falling apart too easily?

Pinning or Blue-tac?

My problem with pinning is similar to magnetising the miniature: I'm concerned that the size of the pins and drills involved would damage the head (these aren't Space Marine Terminators whose heads I want to swap around), while I'm concerned the parts would fall off too easily with blue-tac. Maybe I can try the latter.

Pinning sounds like the best solution here. Drill some holes in the neck socket and the head that line up, and glue a small pin into one of them. A chopped-up bit of paperclip will usually do the trick.

Check K&J Magnetics. They make some really small magnets that will do what you want.

Magnet in torso, piece of paperclip in neck. You can get some pretty small magnets these days.

what scale are those and whats the diameters of the neck and head area you could drill into?

Magnets really are the shiznit... I'm going through a labour of love and magnetizing a squad of elder wraithguards to be able to use all 4 variants depending on nee. If its just a head and neck thing that's only 3 holes/magnets per model. I have to do about 18...

As you are working with gravity you only need a tiny magnet rly... a 2mm by 1mm would be more than enough. Might even get away with 1x1.

I was going to suggest glue dots, more sticky than blue tack and won’t leave a grease mark

Yeah, just a pin with something like a 1mm drill bit and a bit of thin paperclip, you'll easily get that into a neck.
