Apologies is this is a newb question.

I'm a tyranid player, so having one large swarm of 16 genestealers is often better than having 2 swarms of 8 (as each one now has an additional attack). I was wondering if its legal to combine two depleted swarms mid game?

I suspect the answer is no, just thought I would check.

The rules are permissive, they tell you what you can do. There is no rule to combine Tyranids units together, so you cannot.

No. There's couple armies that have strategems like that like IG and orks. Don't know if tyranids have such but since you are asking presumably answer is no.
