The flip belt allows you to ignore terrain in regards to movement. Would I still count moving up and down ruins as part of my movement? Ie I go up 3" so I can only move 5"diagonally, or would it be just like fly where I just move 8"diagonally and pop out on the top of a ruin.

No, you still need to "pay" for vertical movement. It just lets you ignore the terrain when moving horizontally. Normally to move across, say a wall, you need to move like this _|--|_ while the flip belt lets you move like this ___.

Also, as you may or may not know I am a stickler for the rules. The Flip belt does not let you "ignore terrain in regards to movement", it lets you "During the Movement phase, models in this unit can move across models and terrain as if they were not there." They key word here is "across". If you move on top of the terrain, you don't get to move as if they were not there.

I believe that flyers don't measure movements diagonally.

This is from the Stepping Into a New Edition PDF:
Q: How do vertical distances work for movement and measurements?
A: All distances are measured in three dimensions, so if a unit moves over a hill or scales a wall, the horizontal distance and vertical distance combined cannot exceed its Movement characteristic. This means that in order to traverse across an obstacle, you must move up to the top of that obstacle, move across the top of it, then move down it.


A Flyer can ignore the terrain in the movement phase if they want to. But if they want to land on top of it they need to measure horizontally and then vertically like every other unit.

This has been debated since the start of the edition, and is a constant source of disagreement.

RAW I feel leans more to the horizontal and vertical separately argument, as this is the default.

Most people, in my experience, play it as diagonal.

Some people play it as only measuring only the horizontal component, but I feel this is the weakest position.

The stepping into a new edition is pretty clear. Units with FLY have to add horizontal and vertical distance if they want to go on higher levels of terrain. Do i like it ? No. Does it make sense ? No. But thats how the rules are.
