So I've seen several changes to these rules, and I can't seem to find the sources for the changes. So my understanding is that units with RoB can use a normal Smite now, and BoP/BoS is exempt from the casting increase. Does every model in a Battle-Forged GK army receive BoP? Given the the major buff it gives them, are they limited to how many times Smite can be cast? I just need some clarification, and all help is appreciated.

The new Psychic Focus rule can be found in Chapter Approved 2018. It can also be found in the "Big FAQ 2 - Revision 1" https://whc-cdn.games-workshop.com/wp-content/uploads/2018/09/warhammer_40000_the_big_faq_2_en-1.pdf

Keep in mind that the majority of Grey Knights still have a mini-smite due to Rites of Banishment, this was not changed, only the penalty for multiple Smite casts was changed. Why the literal greatest of the great Space Marine psykers are worse at using their powers than some random Astropath is a mystery for the ages.

I thought their Rites of Banishment got buffed to give them a normal Smite? Also, I read somewhere that BoP only applied to squads now? Meaning that standalone GK Psykers aren't exempt from the WC increase. Is this not the case?

As of the time of writing Rites of Banishment has not been changed from what is in the codex. All the GK characters have a nerfed smite due to RoB.

I think what you're remembering is that Thousand Sons Characters (who have the Brotherhood of Sorcerers rule when in a Thousand Sons detachment) get to use full-fat Smite and not suffer any penalty to casting because of it.

You are probably remembering rumors of what would happen in CA2018, rumors that were totally not true.
