1.) Can you field an undermanned squad? Say a squad normally has five members but your dog ate one could you still field the squad?
2.) Is there any rules for dismounting a thunderwolf/personal transport? Could I field a thunderwolf/personal transport with its rider standing next to the wolf/personal transport? Not talking about troop transport.

1: You can use understrength units, but in a matched play game you can only include them if they are part of an auxiliary support detachment, which costs you command points. It will pretty much never be worth the trade-off.
2: No, this is never possible. The rules don't work that way since mounts, chariots and the like are built into the rider's profile.

Matched play game? like tournaments? I will never play in one of those. Just with a group of guys. That aside it is worth it if your guna use one of those guys to kit bash your personal champion or whatever it's called in wh40k.

While tournaments use Matched Play, not all Matched Play is tournaments. In your Rulebook, you will find three modes of play: Open, Narrative and Matched. Judging by the internet, most players play Matched.
Narrative and Open have options for making your own custom hero (check the latest Chapter Approved for the rules). Even in Matched, however, every army picks a Warlord.
I'm not sure what you mean by "is it worth". Do you want to make an awesome kitbash? Go for it! Rule-wise, however, there are no rules for dismounting as you're describing it.

Kitbashing yes, but not for the thunderwolves. But Intercessors or what ever the three man team of primaris jump pack guys with two grenade launchers are called. I have to buy a three pack and to kitbash the guy the team would be down a man. And from what I understand is there's no way of using them attached as "bodyguards". Or what ever.

Matched play is designed for tournaments and the like, although many people use it for pretty much all their games since it gives additional structure.
If you are just playing a casual game with friends then the rules officially allow you to take understrength units in their regular slots in a detachment with the only restriction being that you can't have more than one understrength version of the same unit. Then again, if you are playing a casual game with friends then you can do pretty much whatever you like as long as your buddies allow it.
If you want to convert one of the models that comes with a kit then you can, but if that puts you below the minimum unit size and you enter a tournament then you will be highly disadvantaged unless you can replace it.

eBay, trades, stuff left in bits boxes from other projects. That's obviously not including models that are sold as a single, such as characters.

It's also worth checking if the unit can be fielded in 5's - then just get a second box, to give 1 conversion and 5 normal dudes.
