I already know secret weapon minis makes some good ones, BUT they're only round-lipped and no 25mm :/

Malifaux has sewer bases but they are inserts for rounded bases as well.

you could probably do it your self fairly easily, with green stuff roller brick pattern and some green stuff work for the water.

add some bubbles and pipes.
