Well, its not killy enough and the whole concept is questionable.
Storm Guardians as objective holders? If so, they will need some heavy weapon to contribute to the game.
Shining Spears as deep strikers? They should be close to the action abto to charge thanks to SfD.
Too many troop units in the army.

Please look into

I appreciate your comment but I disagree with you on a few things.

One Shining Spears in Deep strike is super common. Look at LVO. Hell you can even just look at the finals. They get +2 to charge so they are only looking for a 7+ on the dice to get the deep strike charge.

As for not being killy enough. Against what? It would smoke a castellan without much effort on below average rolls. Blow away a 120+ model horde army. What army would it struggle against?

Storm Guardians are only there to fill troop slots and cover the battlefield. At 48points if they grab an objective 1 turn and die the next their points was still worth it. Rangers will hold back field objectives.

Can you expand on your comments because I do not see where you are coming from.

I'll also add the reason I have two Battalions is that I will be smashing through CP with Webway strike, Vect, Fire and Fade, Forewarned, The biel-tan one and the Aux detachment.

It's a pretty standard Ynari tbf, it will do well against knights, gunlines and most hoardes but 8th ed is generally rock paper scissors and it will struggle against more elite style armies such as death watch, t'sons and custodes. Possibly a talos heavy list. It doesn't have enough bodies to easily outscore those lists.

That being said a good player can play around a bad matchup by out ranging or using movement to force an opponent to split his force up. That's why the flyers are so useful in this list. You might want to consider keeping those shining spears on the field sometimes, if you want to tie up a particularly scary unit.

What sort of tournament are you taking these to? Is it for itc, etc or straight from the book?

Some this year are using ITC missions. Others have custom missions.

Biggest thing for me though.

Is Maugan Ra Worth it?
Where can I get rid of 34 Points?
Have a made a mistake in the list somewhere?

I'm not an Eldar player so probably not the best person to ask but it seems like his aura is essentially useless as you will be casting guide on your reapers whenever you can. My guess would be to just take another farseer.

Eldar have an amazing array of powers and that would get you 30 of your 34 points.

The list is good for itc with taking units of 9 and you should be able to hide the reapers easy enough with 1st floor ruins blocking LOS.

If you can find the points I'd take more dire avengers over storm guardians. Nobody will be shooting at anything but your spears and reapers for the first 2 or 3 turns. They should put out much more hurt in this time. And you can still advance and shoot them to get some board control.

Maugan Ra has 8 shots a turn so he is great for clearing up chaff. The fact he is a IC also means he's probably going to be there until the end.

Yeah the reroll 1s isn't that great value. Though I could not take guide and have another Psychic power.

I think for 140 points you're going to only wound 5 and kill 4 chaff units (rough maths). It's not a bad choice I just think that maybe you could squeeze some better choices if you drop him. Potentially a warlock skyrunner for quicken and jinx with the other one.

Would net you enough points to upgrade your storm guardians and make up your 34 point deficit.

I just had a tournament last weekend where I had two Warlock skyrunners and they just let me down ay. (Dice rolling more then anything)

All the powers are solid. They have less Dakka and CC ability than Maugan. But it's kinda where I'm heading
