If my opponent successfully manifests a psychic power and I deny it, is it still considered "manifested" for the sake of tactical objectives that require you to successfully manifest psychic powers?
A psychic power HAS to be successfully manifested in order for the opponent to deny it. However, if it is denied, is still counted as being successfully manifested or does it "retroactively" become unsuccessful?

The effects of a successfully manifested psychic power can be resisted by denying it, but then its still counts as manifested.

2. Make Psychic Test
A psyker can attempt to manifest a
psychic power they know by taking a
Psychic test. To do so, roll 2D6. If the
total is equal to or greater than that
power’s warp charge value, the power is
successfully manifested.

Deny the witch happens afterwards,so it's not relevant anymore - like p5 said.
