A few friends and myself are looking at getting back into the tournament circuit in the Midwest this spring/summer. its been since the end of 7th ed huge faq for 2 of us, many years for another. and a newb. I'll either be using a Tau list, still need to work out some kind of synergy on paper, or the following Eldar list.

Vanguard Detachment: Craftworld Elder
Faction: Ulthwe
HQ:
Farseer Skyrunner: witchblade, pistol, Remnant: Ghosthelm, Powers: Guide and Executioner, Warlord: 6 Seer of Shifting Vector 132pts
Spiritseer: pistol, Remnant: Falchu's Wing, Power: Conceal/Reveal 65pts
Elite:
Bonesinger 70pts
Bonesinger 70pts
Bonesinger 70pts
5 Wraith Blades (Axe and Shield) 225pts
5 Wraith Blades (Paired Swords) 175pts
10 Wraith Guard (cannons) 380pts
Fast Attack:
3 Skyrunner (3 scatter Laser) 69pts
3 Skyrunner (3 shuriken cannon) 78pts
Heavy:
Wraith Lord: Ghost Glaive, 2x Flamer, Aeldrai Missile Launcher, Bright Lance 147pts
Wraith Lord: Ghost Glaive, 2x Flamer, Aeldrai Missile Launcher, Bright Lance 147pts
Dedicated Transports:
Wave Serpent: Twin AML, Shuriken Cannon, spirit stones, Crystal Targeting matrex 185pts
Wave Serpent: Twin AML, Shuriken Cannon, spirit stones, Crystal Targeting matrex 185pts
Total: 1998
CP3

Tactics: one bonesinger with each squad of Wraith. the blades will go in the serpents moving up units will be positioned so they can charge the turn they emerge from transports. as long as planning goes right the swords will face squisyer targets with smaller guns while the axe shield will be more inclined to take on better armored troops with better ap weapons. between good toughness, good saves and the faction 6+ ignore wound along with the bone singer healing them up the squads should hang around for a while.
The wraith guard unit also gets a bonesinger and the spirit seer. and they will be moving cover to cover preferably or useing the stratagem that allows them to deep strike in w/o error and the spirit seer has the relic to give it the speed in order to join the squad or bounce to the melee squad if they need the buff /debuff.
The Wraith Lords are great objective holders or takers if there is a near one on a big table. having the AML/BL was useful in 7th because of anti aircraft while still having the punch to poke land raiders. I havent seen much of either weapon in battle reports for 8th. but looking at the stats I almost wonder if 2 AML wouldnt be better? giving it much better anti infantry shooting while keeping the high damage single shots for bigger targets.
Farseer and skyrunners:. in short these are the flexable ones. they are the objective takers and they are the support buffers and they also whiddle down the enemy from the side line.

It should be noted my models are limited. in 7th before the big faq completely screwed my list I was taking dark eldar allies and had the wraith blades in open top raiders.
I have 3 vipers with bright lance, a wraith knight, 20 guardians, and I thinnk thats about it.

So tell me your thoughts. do you think the list could be tournament compeditive? any meda matchups you think it would have a hard time faceing? any meda matchups it would dominate?

Well, this list is not competitive and even with small changes it will not.
I'd stay away from it.

There are a couple of issues with the list.
Eldar have some great stratagems but you'll only have 4CPs to spend so thats an issue.
The 2x5 units will be ok in the serpents as they are tough and mobile but the 10 man foot slogging unit will likely be blown away badly. Using the webway portal is a good idea but its a one trick pony and a lot of armies will see it coming and counter it.

You also have very few troops to cap and hold objectives with. Each of your units is "elite" and if they start dying you have no backups.

You also have very little long range heavy firepower - a couple of AMLs wont cut it versus lots of armor/heavy creatures.

ok, useing the models I have witch are the above minus the bone singers ( was going to do convirsions if the list pans out...). I also have 20 guardians, 3 vipers with bright lance, and a wraith knight. for DE I have a succubus, 10 kabalites with splinter cannon, and 2 raiders. I know its slim pickings but its what I got to work with. Ill work on my Tau list later and try to come up with something there.

Adding a unit of 20 Guardians and letting it deep strike by a stratagem would certainly be a move in the right direction.

There is no mishap in Deep Strike, not this edition.

Are you aware of Objective Secured? It only takes one troop model to deny the WL that objec tive point.

Objective securing is not a good idea with these two. And given the Warlord point the farseer yields, he isn't worth securing a Ob point for one turn and then getting killed the next. Keep him safe and keep him back, to lunging forward until a really secure Turn 4 or comfy Turn 5 means he can grab an objective safely.

You'll need to spend a wee bit of cash to bring in the battalion. It ought not to be a problem to spend $2> a model for DAs. Rangers will generally cost their regular GW price, even on ebay.

Overall:
a. the lack of CPs is gonna hurt as 8e is a CP & strategem enhanced game
b. You'll need troops for Obsec and the battalion. I would drop a Wraith Lord as they're the weak sauce in the list. One enemy troop takes away an objective and for the points, WLs just don't rate a good fire power, nor toughness, especially without an Invulnerable. I tried a Doom of Mymeara (sp?) WL that had an invuln, but there's just some many other, better unit choices.
c. Your warlord trait 'shifting vector' - Farseers already get rerolls with the spirit stones. Farming CPs is a far better trait, so I'd go with the Ulthwe Fate Reader instead.
d. Meta match ups? Until you bring your CPs up to battalion strength, you're coming in deeply as underdog regardless of the enemy list. Most 2k lists in the ITC meta are 2 battalions, if not 3 (like my Drukhari/Aeldari) and that means several uses of key strategems that are gonna punch hard. I think your worst match ups are gonna be:
d.2 Elves; they'll combat and Deny the Witch your buffing powers, and they'll likely be faster and have better board control. Drukhari for their DisCans and speed (unless they're grotesques)
d.3 Orks-hordes (redundant, I know) as the Wraith footers don't kill volume.
d.4 - Imp Knights + Guard. The IG has enough chafe to waste the Wraiths' time in worthless h2h and the Castellans will have 2 to 3 rounds to bang the WAve Serpents. If you Webway Portal, then the IG players bubble wraps his knights.

Skipping item 'd' entirely, as, Westenfux stated, I say start over with a battalion and go from there.
