So with the rule of 3, how many mek guns are orks allowed to use? There are multiple guns in a unit, so is it per gun type? Or 3 units of whatever?

The 'Organised Events' chart found in the main rulebook FAQ limits how many times you may take a datasheet depending on the game size. So you may take however many Mek Guns the datasheet allows multiplied by how many times you may take that particular datasheet.

But in practice it's more likel to find no premeasuring than able to take more than 3 datasheets.

Unless you're playing at the highest level of casual, I don't think you'll find many people playing without the "Rule of Three." It's pretty much ubiquitous at this point, and for good reason.
