Are GSC Characters 0-1 per detachment?
Does a Patriarch still have to be the Warlord if you field one?

Yes and yes.

If you take a Patriarch then there is a strat to give a Primus and a Magus Warlord Traits too though.

To be precise, these are only true in Matched Play (and Battleforged armies). The character and warlord restrictions don't apply in other game types.

It's in a sidebar on p. 108, titled "Matched Play Rules".

Patriarch is a chump. Leave a hole in your army equal to his points cost and spend 2 cp if you really want one. Abdominant is the best warlord.
