New Malefic power

Incursion states: "If manifested, the psyker can immediately attempt to summon a unit of DAEMONS to the battlefield using the Daemonic Ritual ability as if it were the Movement phase. When docing so, roll up to 4 dice instead of up to 3. The psyker will not suffer any mortal wounds as a result of doubles or triples being rolled for this Daemonic Ritual."

My question is: Can the psyker summon a unit using this power if the psyker moved in its Movement phase?

My gut reaction is "No" since one of the conditions of Summoning is that the model cannot have moved in the Move phase. This power doesn't give an exception to that restriction. It DOES allow a model to summon a second time that turn, to use more dice, and to take no mortals.

Daemonic Summoning doesn't actually state you cannot have moved. It says you do the Summoning "instead" of moving.

Ignoring the minefield as to what exactly "As if" means, to me it would seem that you can use the power even after moving.

Agreed with BCB. And agreed that it really should say "as if it were the end of your Movement Phase in which you decided to summon instead of moving". But whateve's

I'm going to agree: the Daemonic Ritual ability says that instead of moving, a Chaos Character can use the Daemonic Ritual ability to summon a unit. The Incursion power skips this step, and just says the psyker can immediately summon a unit.
