Sorry if this has been asked before, I didn't see it.
1.) Can dedicated transports be included in the new detachments for units listed in those detachments? Do they gain the keywords?
2.) From the Crimson fist WhiteDwarf Index: Let's say a unit of 5 hellblasters targets a 10-man guard squad. Because they targeted the a unit that has twice the models in their unit, the "unit" gets +1 to hit. If they were to multi-target the same guard squad and a single leman russ, would the "unit" still have the +1 to hit or only those shooting at the guard squad?

Only the specific units mentioned in the entry for the detachment gain the detachment keyword. Most units do not, even if they're in the detachment, it's usually only a handful of specific ones.

Can't answer you're other question sorry, I don't have the issue of White Dwarf. If you could post the exact wording of the rule o can probably help though.

1) They can be included, sure, but they won't get the keyword unless the stratagem explicitly says they do.

2) Attacks that target a Leman Russ are not attacks that "target an enemy unit that contains at least twice as many models as their own", thus do not benefit.
