Orks are my favorite, but if I was just getting back in and was on the fence between the two I would hop on the various websites where used models are sold (trading forums, Facebook groups, eBay, Craigslist, etc.) and start looking for really good deals. Let the best savings decide!

Orks if you want to scratch build/convert stuff and have it look perfectly appropriate even if off slightly or just want a little comedy in your grimdark. Guard if you like a more disciplined approach, tanks/artillery, a more relatable set of dudes, or winning (orks are fine, but guard are great right now).

Then, of course, if you do pick guard you have to choose a regiment. Those Cadians are showing their age, but there are plenty or other lines to steal from (I'm a big fan of the Cawdor gang from Necromunda as a base) and a giant pile of third party bits/models available online.

Orks give a lot more freedom in terms of modeling and painting, I feel they're a great way to start out.

Depends on how much you enjoy hearing the rage, I myself love my guard, but I also like Orks a good deal they are my go to army for play the odd pick up game with if my one buddy has his army there to play but I'd never get them one super horde is enough for me. You'll get much less hate playing Orks as it seems it's in fashion these days to hate on all that is Guard.

Go to a tournament and nearly half the lists will have IG in them. Be a part of the solution, not the problem.

Orks bring something new to the table, and it's really easy to get started because all you need to do is paint and put Ork Boyz on the table and you'll be decent.
