Yep they will still be competitive but to what extent we don't know yet, personally I'm looking at the lord discordant and blood slaughterers to make some impact on the meta.

This is what, the eighth army you've planned to start and asked about how competitive it is?
To answer you, probably not top tier without a lot of souping and mixing. But they got a lot of really cool tricks with Vigilus Ablaze and the new units.

Hyperbole looks bad on you.
Does it matter? I have a large amount it disposable income and collect many armies, and get curious. Also, the csm book just released.
If you don't like my posts move along. Imagine being so concerned in life with what other people are doing? Perhaps you need to invest the time you complain into painting miniatures! Yes....I see them being at least 2nd in all the top majors. At the FLGS.
April fools. Sorry - but eh. The options are there, but they are just a spikeir version of yesterday's CSMs. They have all the same problems, and now cost more points. They have the new "prayers" but even that can't help if you are tabled 2nd turn because all your crap got shot off the table.

No. Their legion traits are still terrible and they suffer the same issues that normal Marines have. There is no logical reason why Marine armies, already trash tier inherently due to the design of 8th edition, should have half their units unaffected by the detachment bonus.

But hey, in non-ITC world, they are dominating. So play what makes you happy, and looks cool. Since I switched to DW from AM, I've lost more matches, and my painting looks even worse (Easier to hide crap skills on guardsmen than SMs). But I am way happier playing a balanced army that I know isn't slightly broken.
Also it's way more rewarding when I win.

There are itc matches in my area, but I generally just try getting games with more causal people.
I've never played a ITC game.
If I had to go super competitive, I'd probably bring my orks. Seems like they had a good showing at adepticon
