What's a good cheap CNC machine and could I use it to cut away plasticard into shapes.

Well you can bodge together something for about 300 or so with legos and some odds and ends that will cut foam. But CnC, real CnC has come down greatly in price. A production grade 5 axis is something like 60K-100K. Which is a lot cheaper than it used to be. That's without tooling.

Light duty small work area 3 axis machines can be had in the 10-15K range, though I wouldn't do anything but wood and soft materials (no metal) in them. Not really precision machines as they have too much deflection.

Randoms review "I purchased one of these machines Thinking; "I can make some cool stuff to maybe sell.
Once the machine arrived and assembly was complete, I was even More sure I had bought a Great Product.
But once I did my own carving the "WOW" factor set in. Wow, what Can't this machine do ??
Add the optional laser and software upgrades and the machine becomes a laser cutter/ engraver that will do photographs.
SainSmart gives Great Customer service and maintains a Facebook group page for information and sharing ideas.
If your looking for a Machine worth the money, Here it is !" Seems like it will work for plasticard cut outs. Does anyone have any experience with this kind of assemble yourself CnC machine.
