I'm not sure you really need much else to start with.

3*40 clanrats is about as solid as you can get for your battleline... In fact, it's the main thing that stops me from starting a skaven army: the knowledge that 120 clanrats is the starting point for competitive builds. So you are golden there.

All the other things from that point on, are the spices for your army. Mix it up as you see fit.

Obsolete units:
Only the 2 poison wind Mortars.


Purchases:
*2 priorities: Terrain and endless spells I would say.
*Plague monks are killer units, but 40 of them is advised, so adding an extra box is probably smart.
* Hellpit abomination is absurdly strong as anti horde.

Oh yeah, the verminlords will also definitely be a good choice. Skaven have a really good spread for solid units.

WFTs are also incredible horde removal tools, so you might be right that a hellpit abomination might be a bit redundant in a way.

I would also not convert the plastic WFT teams from IoB if I were you. The sculpts are miles above the old metal ones that they dug up again, so it would almost be a shame to waste good and newer sculpts.

Well, it ofc depends highly on your local player's habits.

But right now, hordes seem to be the meta in quite a lot of countries at least. Skaven have answers to it... Lots of answers.

An army that destroys everything with equal ease hasn't been invented yet...

And skaven can lock down elites quite handily with clanrats and still get the objectives, so it's not the biggest worry out there for skaven I think.
