I'm a bit confused as to how these work. The codex says within 6 inches of the target model and 3 inches from enemy models. Does that mean it has to be set up between 3-6 inches from the model I was targeting? Also can it charge that round?

If the Biovore misses then yes you setup the mine within 6" of the unit you targeted, but more than 3" from any enemy units.
Yes, it can charge that turn. From the moment you set it up, it behaves as any normal Spore Mine unit would behave.

Spore Mine Launcher
Each time a spore mine launcher hits the target, roll a D6 to find out how much damage is inflicted on the target; on a 1 the Spore Mine fails to inflict any harm, on a 2-5 it inflicts 1 mortal wound, and on a 6 it inflicts D3 mortal wounds. Each time a spore mine launcher misses its target, set up a single <HIVE FLEET> Spore Mine model anywhere within 6" of the target unit and more than 3" from any enemy model (if the Spore Mine cannot be placed it is destroyed). This then follows the rules for a Spore Mine (pg 99) that is part of your army, but it cannot move or charge during the turn it was set up. This weapon can target units that are not visible to the firer, but it cannot be used to fire Overwatch.

It cannot charge the turn it is set up if it was launched from a Biovore. The Biovore rules explicitly state this.

Why would you want to charge?
They blow up at start of charge phase.
If you charge,
the charged unit can overwatch kill it. No boom
Or stab it kill it again no boom
|

They blow up at the end of any charge phase, not the start. So it's quite valid to charge one in.
You do indeed want to avoid it taking any significant overwatch though. So charging from out of line of sight, or charging a unit that's already in combat, or that has no significant shooting, are all good options.
