Are the Kill Team Exclusive Tactic cards legal for use in Non-Kill Team games? Can I use them in ITC events or other GW tournaments? What about the Commander Tactic cards?

Is there another way to get these cards without purchasing the product (ie like Data Cards)?

No, Kill Team and Warhammer 40k are two different game systems, although they share a lot of rules.
You can't use rules exclusive to one system in the other.

1d4chan and other sources have all tactics listed.

Additionally, there is no way to get just the cards. There are a selection in the Rulebook for all the factions, the actual cards are in the individual boxes which also include some tactics that aren't even in the Rulebook.

It's damn annoying, but even if you don't want the models you have to buy the faction kits for an official way to get all the rules.
