As Todosi mentioned, if you want to print white, you need an Alps printer.
However, if your decals are going to have white elements, then you might be able to do it with white decal paper, and then have the edges of the decal be in another color.
I have made a variety of custom decals, including the Flesh Tearers white sawblade using white decal paper and the blade edged in black. I cut around the black and then applied as usual, using regular home printers.
I have only had success, though, using inkjet printers. Specifically HP and Epson. I tried once using a Canon and it was a disaster. I've had no success with Laserjet, which just might be due to my particular printer, or the settings.
