Looking for some feedback on a straightforward vehicle-based Eldar list. I'm opting for three detachments (air-wing, Vanguard, and Outrider). The list has 53 points to spare, so should I throw that into Wave Serpent upgrades? Also, I haven't settled on which craftworld to go for here. Any thoughts?

Right off the bat, I'd use your extra points to upgrade both of the regular crimson hunters to exarchs, they're just that much better.
Looks like a fine list just really cp light, could maybe swap a unit of wraiths and their serpent for 3 squads of rangers/dire avengers and a cheap warlock or spirit seer to make a battalion.

I haven't selected those, sorry should have called it out in the main post but actually I was hoping for feedback on those!

Well, actually the warlord is definitely the farseer skyrunner,

Craftworld is also up for debate between 2: Saim-Hann and Alaitoc. The defensive boosts I get from Alaitoc are fantastic and would give blanket -2 to hit for my flyers when they're in the air/out of range. Saim-Hann will keep all my jetbikes scatter lasers firing at full BS on the move, but won't necessarily help the rest of my army as much. So...im torn.

Exarchs is a good point, I may end up doing that but was trying to avoid it just because they're not modeled as exarchs...but perhaps that doesn't matter much.

It's been a while since I played 8th, so is 3 CP actually worth dumping the extra serpent/wraithguard for rangers? Not that I dislike them, but it would change the dynamic of the list somewhat.

You could always run the bike detachment as saim-hann and everything else as alaitoc, but if you want to stick to just 1, alaitoc is really hard to beat.

If the farseer is your warlord, i would go with seer of the shifting vector because rerolls are always nice.

I totally understand about the flyers and wanting to stick with their paintjobs, but tbh, i don't think anyone will give you grief about it.

As for the battalion, yes, the extra cp is worth it (and it would actually be 4 extra as battalions grant 5) but also, the rangers are vital for holding objectives, and a 3rd hq (specifically a spirit seer top ride with the wraithcannons) would go far towards buffing your wraithcannons with rerolls, plus an extra psychic power is always good.

Gives you 10 cp and plenty of threats.
Spiritseer can ride with wraiths or fly around with the wing. Jinx is so good, take it twice in case one dies. (Plus protect isn't bad and a spirit seer gets a full smite)
For the farseer, you can swap executioner for guide or maybe mind war, but doom is too good to leave home without
Vectored engines for the serpents because they should be advancing every turn until they dump their cargo
You could run the bikes as 7/3/3 then toss guide on the big squad to get a little more bang for your buck
