So I know modern HWT's use 60mm bases, but the steel legion units are only supplied with 28mm bases. I know the usual rule is to use the bases supplied. Point is, would I be justified in using the 28mm bases for steel legion as opposed to having to go out and buy a seperate base?

60mm bases are stupid for heavy weapons.

Regardless, you should have some way of linking the missile launcher with another model (since a heavy weapon team is a 2-wound model)...even if it just means keeping them together or in base-to-base, etc.

Maybe you could keep a little blue tack and 60mm circles of cardboard handy, and if someone gets bent out of shape just blue tack the HWT to the cardboard for that game?

For the record, you can buy 60mm bases from companies like Renedra if you need them for tournaments - just place two miniatures on the base, and use the base as the footprint. That would be the best solution for an enrvironment which requres X, Y or Z.

The only ruling I know of is that they be based on the ones supplied with. And that is not a 'rulebook' rule, AFAIK.

Of course, tournament organisers could specify for their competition, but none of the ones I have been to have. YMMV.

AS has been said, 60mm cardboard 'sabots' and blue tack does the job if needed.

Definitely. If it was 3 men fine.
But 2 can fit on a 40-50mm base depending on weapon.

Put them on a 40mm or 2x28. 60 mm is to big unless you fancy making a terrain diorams for every hvy weapon squad. There are no rules for bases anyways so gak that and the next person who say :"well then i put my grot on a 1x1m base and win."

Rules are secondary to making your minis look good

heh, I never really used missile teams anyways so I run my missile guys (i have A LOT) as plasma gunners....I like to say they have experimental short range plasma warheads with a slight chance of exploding. Plus I use the loaders as melta guns since hes just chucking that big old shell at a tank.

No one cares half the time because its rare to see steel legion, much less an ENTIRE army of them

It's a moot point now. While the missile teams would fit on 40mm bases, the lascannons and heavy bolters need 60mm to fit properly.

Gah, I have old "Necromunda Spyder" minis from around 2E with the guys shoulder carrying Lascannons - on the old 28mm bases they came with. I've been thinking about remounting them on a larger base, but for now I just run them around the board in base-to-base contact as a weapons team.

It never ends well
