Iam currently writing some army fluff and short stories so wanted to run some things past people:

- What’s the established technology level for humans in AoS. For example I had wanted to pretty much put a steampunk hive city with trains linking everything up to explain how normal people move around. But is that a little beyond the scope of the setting? I mean Hammerfel is implied to be big because it covers two realms and there are airships/steamtanks?

- In Soul Wars they had a Sigmarite city on Shyish. So I wanted to do one on a safer part of Ulgu? Does that make sense or does Malerion rule all of Ulgu and would never let Sigmar have a hold?

- Is there precedent for a Lord Celestant also being the monarch of a mortal kingdom?

- How tall is a typical Stormcast? What’s the reasonable upper limit for this?

- How strong is a Stormcast eternal?

- How powerful is a Stormcast compared to a normal human? Is this comparable to a Space Marine versus a Guardsman?

1) Age of Myth had civilizations using magi-tech to power flying ships, and build massive not-lasers. Right now the overall tech level seems to be just before industrial revolution. But who is to say the city wasn't founded on Age of Myth ruins, and the trains still run?

2) Who rules what exactly is pretty vague, and I believe intentionaly so. Nothing in the background that I can think of outright says there are no free cities in Ulgu.

3) Not really. Tempest Lords are a whole stormhost recruited from nobles and rulers, but all stormcast stand outside of regular mortals' chain of command. In all instances I can think of, while stormcast can have a say in how a town or city is run, there is mortal ruler/council too. But again, it's yourdudes, the realms are so big you can always make an exception.

4) They usually are depicted as almost twice the height of a mortal. So probably around 3m?

5) I'd say around ogor strength.

6) Stormcast are probably even stronger than marines in comparison, since they are for all purposes demi-gods. But as usual with GW, it's subject to plot, rather than objective.

A few further thoughts

1) In Carrion Empire the human (then turned to Flesh Eaters) faction used to build and maintain vast and complex machines for many uses. Steam engines would have been trivial for them and the skaven were keen to get their claws on any of the ancient technology.
I would say Mythic Age got as far as high end steam punk coupled to high end magic with different factions leaning on one more than the other. Whilst some also ignored it (many of the destruction factions are quite primitive, though they still have access to powerful spellcasters).

2) We don't really have any clear maps that show established territories so most factions or at least peoples, are in most places. Each realm has factions that might be more dominant, but there's ample room for a Free Cities settlement within the shadow realms. It might well be in a boundary region or just one that isn't as heavily populated with Aelves.

3) Stormcast as a measure of physical power are strong. Many times so that of a man just to wear and function within their armour let alone wield their weapons. In fact the way they appear in the stories their armour is hardly a hindrance to them.
In addition they appear to require very little to almost no food nor water (good for operating behind enemy lines in Chaos Corrupted lands) and very little rest. They can march for days on end and then still ahve enough strength to fight at the end.

So they basically max out on most stats, but they do have limitations. It's also suggested in one of the Inferno 2 short stories that their power comes partly from their link to Sigmar; if they fall from grace they can lose part of it. Though its never made clear and the character in question might also be suffering such significant self doubt that its mentally handicapped their own power.

That said there does seem to be some variation, some of this might be authors but it might also be a subtle sign that their godly powers are not all their own from being reforged.

Cogfots, steampunk walking forts garrisoned by freeguild, are a thing. The skaven have produced mechanical walking fortress-cities as well. Such a thing is not commonplace but it does exist. Realmstone could power a steampunk city.

No realm is under the control of any one deity; each is the size of a world on its own. The closer to the center of the realm the more normal and less fantastical it is in environment (shyish is the exception).

Not really. Free cities generally have storm keeps (and almost certainly will if it has a realmgate) where Stormcast are garrisoned and the relationship is somewhat like space marines to planetary government; if the stormcast tell them to do something they will but the actual running of things is not what they do. It would be extremely possible for a stormcast to have formerly been the monarch of a city who was reforged into a stormcast, though. And stormcast being called upon for advice/input is not uncommon.

Think space marine compared to guardsman on all counts.

I keep forgetting about the cog-forts - I need to read a story with one in so I remember they exist! Or GW need to put some big artwork up of them.
