KEYWORDS
Entirely replace the "Keywords" section in "Datasheets" with the following:
Spoiler:
All datasheets have a list of keywords, which describe the nature of that model. Sometimes a rule will say that it applies to models with a specific keyword. For example, a rule might say that it applies to ‘all ADEPTUS ASTARTES models’. This means it would only apply to models that have the ADEPTUS ASTARTES keyword on their datasheet.

FACTION KEYWORDS
Some keywords on each datasheet are labelled as Faction keywords. These describe the groups that model is associated with in the Dark Millennium, and can be used as a guide to help decide which models to include in your army. Otherwise, Faction keywords work the same as other keywords: For example, a rule that applies to ‘all DAEMON models’ would affect both Obliterators (who have the DAEMON keyword) and Bloodletters (who have the DAEMON Faction keyword).

SPECIAL FACTION KEYWORDS
Some datasheets have Faction keywords that are within angular brackets, such as <CHAPTER>, <HIVE FLEET>, or <MARK OF CHAOS>. These are shorthand for a Faction of your own choosing.

When you include a unit with such a keyword in your army, you must nominate the Faction it represents - which Chapter it hails from, what Hive Fleet spawned it, who it worships amongst the Chaos Gods, and so on. You then change that keyword in every instance on the unit's datasheet to specify the Faction you chose. You can use specific groups you have read about from the Dark Millennium, or make up your own.

For example, if you were to include an Adeptus Astartes Captain in your army, and you decided he was from the Blood Ravens Chapter, his <CHAPTER> Faction keyword is changed to CHAPTER: BLOOD RAVENS and his Rites of Battle ability would then say ‘You can re-roll hit rolls of 1 made for friendly CHAPTER: BLOOD RAVENS units within 6" of this model.’

Note that while you can choose the same name for different special Faction keywords, this does not make them the same keyword. For example, if you were to include an Ork Warboss in your army, and you decided it ruled a clan called (by pure coincidence) the Blood Ravens, its <CLAN> Faction keyword would become CLAN: BLOOD RAVENS, not CHAPTER: BLOOD RAVENS, and it would not benefit from your Captain's Rites of Battle ability.

BATTLE-FORGED ARMIES
Entirely replace the "Factions" section in "Battle-forged Armies" with the following:
Spoiler:
All units belong to one or more of the many Factions that fight for dominance across the galaxy. When building a Battle-forged army, you must choose one Faction, such as ADEPTUS ASTARTES, NURGLE, or TYRANIDS: you cannot include models in your army roster that do not have this Faction keyword. Most Detachments also require you to choose one Faction, which cannot be the same Faction you chose for your Battle-forged army. You cannot include models in that Detachment that do not have the Faction keyword you chose.

For example, when building a Battle-forged army, you could choose the IMPERIUM Faction. You could then choose to form two ADEPTUS ASTARTES Detachments, in which every model must have the ADEPTUS ASTARTES Faction keyword, and a third ASTRA MILITARUM Detachment. So long as every model in your army has the IMPERIUM keyword, these three Detachments can form a Battle-forged army.

Some keywords provide special abilities when chosen as the Faction for a Battle-forged army or Detachment. These benefits are described in the rules for that Faction. For example, if you form an ULTRAMARINES Detachment, models in that Detachment gain the Codex Discipline ability.

Some units can ignore or bypass a Detachment's Faction keyword, as described in the rules for that Faction. These units exist outside the normal chain of command, and never gain any special benefit from the Detachment's Faction keyword. For example, a COMMISSAR can be included in any Detachment where every model has the ASTRA MILITARUM Faction keyword, even if the Faction you chose for that Detachment was not ASTRA MILITARUM.

DETACHMENTS
Spoiler:
Replace every instance of "Restrictions: All units must be from the same Faction" with:
Restrictions: Pick one Faction for this Detachment.

Add the following to the end of the "Command Benefits" section:
In matched play, halve the total number of Command Points (rounding up) provided by Detachments with a Faction that is not the same as the Faction of the Detachment containing your Warlord. This reflects that such Detachments are not your general's primary fighting force, and acquiring or commanding such military assets is costly and difficult. The Command Benefits of Auxiliary Support Detachments are unaffected.

ORGANIZED EVENTS
Remove the "number of Detachments" restriction. Instead, add the following:
Spoiler:
In organized play, you only receive Command Benefits from one Detachment of each type in your Battle-forged army (other than Auxiliary Support). For example, if your Battle-forged IMPERIUM army includes two ADEPTUS ASTARTES Battalion Detachments and one ADEPTUS ASTARTES Brigade, you start with 20 Command Points: 3 for having a Battle-forged army, 12 from your Brigade Detachment, and 5 from your first Battalion Detachment. You would not gain Command Points from your second Battalion.

You can receive Command Benefits from an additional Detachment of each type for every complete set of the following Detachments in your army: Battalion, Brigade, Vanguard, Spearhead, and Outrider. For example, if you expand your army to include two Battalions, one Brigade, one Vanguard, two Spearheads, and three Outriders, you start with 30 Command Points: 3 for having a Battle-forged army, 5 from each of your two Battalions, 12 from your Brigade, 1 from your Vanguard, 1 from each of your two Spearheads, and 2 from your first two Outriders. You would not gain Command Points from your third Outrider Detachment.

FACTION BENEFITS
Spoiler:
OBJECTIVES
The wording of the Defenders of Humanity rule is altered as below, and all similar objective-claiming rules change accordingly:
If your ADEPTUS ASTARTES army is Battle-forged, all Troops units in your army gain this ability.

SUBFACTIONS
The wording of the Chapter Tactics rule is altered as below, and all similar sub-Faction rules change accordingly:
If your army is Battle-forged, all INFANTRY, BIKER, and DREADNOUGHT units in a <CHAPTER> Detachment gain an appropriate Chapter Tactic.

NON-FACTION UNITS
The wording of the Alien Auxiliaries rule is altered as below, and all similar "does not count toward/against Faction benefits" rules change accordingly:
KROOT and VESPID units can be included in any Detachment where every model has the T'AU EMPIRE Faction keyword, even if the Faction you chose for that Detachment was not T'AU EMPIRE.

PRE-SET FACTION UNITS
Units with a pre-set Faction keyword that would normally be variable (e.g. named characters, Daemons, Militarum Tempestus, Brood Brothers) modify that keyword to reflect its original nature; for example, Crusader Squads gain the CHAPTER: BLACK TEMPLARS keyword, and Bloodletters gain ALLEGIANCE: KHORNE.

SUPREME LEADER UNITS
Abaddon the Despoiler's The Warmaster ability is altered as below, and similar "supreme Faction leader" abilities change accordingly:
If your BLACK LEGION army is Battle-forged and Abaddon the Despoiler is your Warlord, you receive 2 additional Command Points. In matched play, if your HERETIC ASTARTES army is Battle-forged and Abaddon the Despoiler is your Warlord, you do not halve the Command Benefits of any Detachments.

MARK OF CHAOS/ALLEGIANCE/CHAOS COVENANT
Add the following to the Keywords section of any CHAOS Faction Codex:
Mortals and monsters offer homage to the Chaos Gods in varied and horrifying ways, but all are united in their foul faith. As an exception to the usual rules, the <MARK OF CHAOS>, <ALLEGIANCE>, and <CHAOS COVENANT> Faction keywords are considered interchangeable for all purposes. For example, a unit with the MARK OF CHAOS: SLAANESH keyword is also considered to have ALLEGIANCE: SLAANESH, and vice-versa.

BROOD BROTHERS
The wording of the Brood Brother rule is altered as below:
GENESTEALER CULTS units with the GENESTEALERS or BROOD BROTHERS keywords can be included in any Detachment where every model has the GENESTEALER CULTS Faction keyword, even if the Faction you chose for that Detachment was not GENESTEALER CULTS.

In addition, when building a Battle-forged TYRANIDS or GENESTEALER CULTS army, you can include one ASTRA MILITARUM Detachment for each <CULT> Detachment in that army, even though models in that Detachment do not share your army's Faction keyword. These Detachments instead become REGIMENT: BROOD BROTHERS Detachments: every unit in the Detachment gains the REGIMENT: BROOD BROTHERS keyword, which replaces the <REGIMENT> or REGIMENT: MILITARUM TEMPESTUS keywords, if they have it. Such Detachments cannot include named characters, Relics, or your Warlord, and cannot be Specialist Detachments.

Units in REGIMENT: BROOD BROTHERS Detachments obviously cannot benefit from normal Regimental Doctrines, Regiment-specific Orders, and so on. Instead, all INFANTRY models in such Detachments increase their Leadership characteristic by 1, and gain the Unquestioning Loyalty ability.

RAIDING FORCE
The wording of the Raiding Force rule is altered as below:
If your Battle-forged DRUKHARI army includes at least 3 Patrol Detachments, you receive +3 Command Points. If your army includes 6 or more DRUKHARI Patrol Detachments, you receive +6 Command Points instead. These extra Command Points are not considered to be Command Benefits from these Detachments.

***************

To summarize the changes to army-building:
  • No more "all units in your army must share a Faction etc". Pick a Faction keyword for your army. That's your army's Faction. Every model in your army needs that keyword.
  • Pick a Faction keyword for each Detachment in your army. That's your Detachment's Faction. Every model in the Detachment needs that keyword. This CANNOT be the same Faction keyword as your army.
  • If your army includes Detachments with a different Faction keyword than your Warlord's Detachment, those Detachments halve their Command Benefits (exactly like Brood Brothers).
  • Objective Secured rules rely on you picking the codex-specific Faction keyword for your army. An IMPERIUM army can't secure objectives. An ADEPTUS ASTARTES army can.
  • Chapter Tactics and similar subfaction rules just trigger on Detachments with the right Faction, no faffing around.

  • So this means your options become:
  • Faction soup. You can run an IMPERIUM army with an IRON HANDS Warlord in an IRON HANDS Detachment alongside an ADEPTUS MECHANICUS Detachment. In exchange, the Command Benefits of the ADEPTUS MECHANICUS Detachment are halved, and none of your Troops can properly contest Objectives.
  • Codex stew. You can run an ADEPTUS ASTARTES army with an IRON HANDS Warlord in an IRON HANDS Detachment alongside a SALAMANDERS Detachment. In exchange, the Command Benefits of the SALAMANDERS Detachment are halved.
  • Pure broth. You can run an ADEPTUS ASTARTES army with an IRON HANDS Warlord and two IRON HANDS Detachments. Everything works just fine.

  • Finally, the changes to maximum Detachments in Organized Play mean that armies with cheap Troops have less of a CP advantage, and list diversity is rewarded over mono-Detachments. You don't just have to stuff as many Brigade (or failing that, Battalion) Detachments down your throat as possible; you can take one Brigade and one Battalion, and then you have to diversify a bit or start losing CP. The main concern this raises is the possibility of allowing more soup, since without Detachment limits you can mix-and-match to your heart's content, but none of your Troops are taking objectives and you're only getting half-CP from those soup Detachments, so it's much less of a problem than it would have been originally. It also means that Raider Force becomes a rule you can actually use in Organized Play... but the slight drop in average CP means it also needs a tiny tweak downward.

    Thoughts?
