Using the create a character rules in chapter approved 2018, I came up with this monstrosity and I believe it to literally be a super version of the swarmlord (imagine a broly type transformation) here are the stats/rules.

Super Swarmlord (using a base hive tyrant data sheet)

9/16. 2+. 3+. 7. 8. 13. 5. 10.3+/3++
7/12. 3+. 3+
5/8. 4+. 4+

3+ invulnerable save

Lash whip and monstrous bonesword: strength user, ap -2 damage 3. If model is slain before attacking leave in the table and attack as normal. Remove at the end.

Monstrous boneswords: strength user, ap -2 damage 3. Make one additional attack with this weapon.

Toxin sacs: any wound roll of 6+ in the fight phase deal 1 additional damage.

Adrenal Glands: +1 to advance and charge moves

Heightened senses: The warlord does not suffer any penalties to its hit rolls apart from overwatch.

Devine Protection: +1 to invulnerable save

Mighty: +1 strength

Enhanced Physiology: +1 toughness

Heroic Constitution: +1 wound

Stealth Assault: enemy cannot overwatch this model.

Indomitable: all damage is halved rounding up

Impervious: regain one lost wound at the beginning of each turn

Resilient: each time this model loses a wound ignore on a 5+.

Note: all stats that improve characteristics have been applied to the stat line already.

So literally just a Swarmlord with a few stat bumps, half damage, 5+ FNP, and regen?

Imma ignore the fact that a Super Saiyan would eat this thing for breakfast and just point out that it's really kinda dull.

Well I was kinda trying to stick to the rules on selection in book as anyone could just slap any rules together like T9 and S8 re-roll everything etc. But as the rules allow I think this would be the nastiest variant available using an actual hive tyrant stat line. I could use a tervigon stat line but then it’s not a hive tyrant

One could argue that a Hive Tyrant (the Swarmlord is a unique character) is overpriced right now.

One could also argue that slathering on all those buffs is perfectly fair at the current price point.

I'd have to disagree with the second. This is far too strong at normal Hive Tyrant pricepoint.

Making a foot tyrant (or the swarm lord) more cost effective is probably most easily done by just lowering the price tag a little. On foot, you either get shot up by anti-tank guns while you cross the table or else you invest in an expensive tyrant guard unit to tank for you. Until they die. Then you get shot by those anti-tank guns anyway.

As a result, a tyrant with tyrant guard ends up being both less versatile/effective than a flyrant and more susceptible to enemy fire before he gets in position to do something (by deepstriking). There's probably a sweetspot for the points cost that makes a foot tyrant (possibly with mandatory tyrant guard) attractive despite the lack of mobility and relative lack of safety.

Unless the point is less that a foot tyrant/swarmlord is cost inefficient and more that he simply needs to be more buff to reflect his fluff. In which case, some of the buffs you've given him just feel sort of kitchen-sinky. Ignoring overwatch and to-hit penalties certainly makes him more powerful, sure, but does it really reflect his fluff better? What is it about your tyrant that makes people worse at overwatching him than a normal tyrant or a carnifex or what have you?

Is this meant to be a replacement for the normal swarmlord/tyrant? If his thing is basically just "being tougher and stronger than a normal tyrant," then why doesn't the hive mind just spit out this guy exclusively instead of bothering with normal tyrants?

Ideally, special characters should be a horizontal option. Different from the standard options; not better. The swarm lord is an interesting alternative to normal tyrants because he can't fly and he can't shoot. Instead, he does a bit better in melee and has unique support powers. A grandmaster dreadknight (HQ dreadknight) in a Grey Knights army is interesting because he's the only big stompy MC HQ option. Farsight is interesting in a tau army because he's less shooty than a normal commander but half-decent at stabbing and allows you to Mont'Ka(?) more than usual.


ATTENTION
. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.
